But with those cmdlets you CANNOT prevent guests from inviting other guests, so it's B.

This can be done using PowerShell and the B2BManagementPolicy available from Microsoft. This is just PowerShell to change the settings in AzureAD. https://www.petri.com/azure-active-directory-external-collaboration-policy

B is correct because with the PowerShell cmdlet you can only configure the allow or deny list AND you can't configure with the cmdlet to prevent guests from inviting other guests.

B is correct. Why: With the PowerShell cmdlet (https://docs.microsoft.com/en-us/azure/active-directory/external-identities/allow-deny-list#set-the-allow-or-deny-list-policy-using-powershell) you can only configure the allow or deny list AND you can't configure with the cmdlet to prevent guests from inviting other guests.

Not sure about the PowerShell cmdlets. It is just available in the preview (https://docs.microsoft.com/de-de/azure/active-directory/external-identities/allow-deny-list), so I can't imagine that this is the right answer. BTW it can set the allowed and the denied domains, but not that guests are not allowed to invite other guests. So I think correct answer is still B.
