Guest settings like these can be controlled via Azure AD -> Users -> User Settings - > External Users - > Manage external collaboration settings

After 2 years and 8 months. This is still valid. Azure AD> External Identities> External Collaboration Settings. Guest user access and Guest Invite Settings.

Global meeting policy is for meeting settings, not for setting who can collaborate in teams and whether they are allowed to invite others.
