Correct answer is B coz in questions you have this formula "From the Azure Active Directory admin center, you modify the External collaboration settings." - No, you cannot setup this AAD Admin center.

'You need to prevent guest users in the tenant from using cameras during Microsoft Teams meetings.' -> this is clearly Teams AC -> Org-Wide settings -> Guest Access -> Allow IP video

It is a very tricky question. The correct answer is: Org-wide settings => Guest access => Meeting => Allow IP video. But does't match "modify the External collaboration settings"? There is not a setting with the same name. There is "External Access" setting which is different. So the answer is "YES" for "Microsoft Teams Admin Center" but "NO" for "modify the External collaboration settings" https://docs.microsoft.com/en-us/microsoftteams/manage-guests

There are no External Collaboration settings on the Teams Admin center, they can only be found on Azure AD.
