Should it not be SQL Database? relational queries are supported in SQL DB and SQL DWH, however if cost becomes a factor, it should be SQL DB.

Yes, answer is B. Azure SQL Database. Cosmos DB - expensive SQL DW - expensive Blob Storage - cheap, but doesn't support SQL relational queries
