The actual answer is slightly different than we see here. You don't configure the failover on both servers, on server1, using the wizard, configure the failover scope, and add server 2 . during the setup, you can configure the percentage each server will issue addresses for. Although I would select answer C still if I saw these options on the exam.

I think the clue here is that you need to run the Failover Configuration wizard on the server where the scope is configured. Hence you would run it on - Server 1 for Scope 1 - Server 2 for Scope 2

C. On Server1 and Server2, configure DHCP failover for Scope1 and Scope2. Only DHCP Failover technology provides you the ability to control the load-balancing percentage of address leases in a scope for each server. "You must be able to control the percentage of requests to which each DHCP server responds during normal network operations."

A isn't correct. C is correct. If you use failover cluster for DHCP, you must create a scope on one DHCP server only. https://www.serverlab.ca/tutorials/windows/network-services-windows/step-by-step-dhcp-failover-cluster-ws12r2/
