This is probably a type as the command new-netnat can have an IP address as an argument.

for this to work, server1 would need 2 adapters, one on each network, and then run these same commands on server1, not VM2.

I think the given answer NO is correct. I think Private1 is virtual switch, to which VM1 connects. However, this question says ,VM2 don't connect to any virtual switch. If you configure VM2 as NAT gateway, you must connect its two network adapters to virtual switches. (*1)(*3) After then you can configure NAT using New-NetIPAddress and New-NetNat following this question explanation. You can specify NAT gateway on VM1 to VM2. Correct, VM2 is not connected to any switch that we know of. All we know about VM2 is that there are 2 network adapters.
