agreed. can add user or mail enabled security but can't add either to 2 stages. stage 1 has group 4, can add group 3 as mail enabled but not user 1 as they're on stage 2. stage 2 has user 1 so can add group 3 as mail enabled but not group 4 as it's in stage 1. https://learn.microsoft.com/en-us/purview/disposition#how-to-configure-a-retention-label-for-disposition-review
