the recovery service vault is a region wide service. So since VM3 and VM4 are in a separate region you have to create services vault in the North Europe. Answer is D.

VM3&4 are in a different region than 1&2. SO best practice is to create RSV in same region as VMs to keep egress costs down. That is why creating RSV is the right answer.

Basically, you need to create a new backup service vault for vm3, vm4, therefore you will have 2 recovery service vault. One recovery service vault for vm1,vm2 and the other recovery service vault is for vm3, and vm4.

The given answer is correct, however its would be much more efficient if Microsoft provide option to add a virtual machine to the existing recovery vault instead of making administrator creating a new one.

recovery service vault itself keep data, although copy of data, hence need same region as vm other wise data transfer rate as well as storage both will be billed
