Source control system in this question might mean server where it resides and installing build agent on this server is very much possible, allowing to keep build agent close to the source control system, which it will need and also avoiding firewall issues inbetween.
Answer is "hosted" for both. Run a hosted agent everytime you can, if you cannot, retort to installing and configuring one on your dev machine and then registering it with the project. In some context, like GitLab, agents are called runners and you have shared (hosted) runners and specific (dev-machine) runners.
