Why vary by Accept and not by X-Customer?

I think it should be X-Customer too. The question states 'use caching whenever possible' and the X-Customer header is included with every request to identify the partner so that's the one which should be used for caching. According to https://docs.microsoft.com/en-us/azure/api-management/api-management-caching-policies the vary-by-header element contains the header name which should be X-Customer in my opinion.

I think 'Accept' should be 'X-Customer', see my reply to klassanov.

The X-Customer header identifies the partner. You dont want to cache the information based on the partner requesting the information. For example if trade show information is requested by partner A and another partner requests the same information, it does not make sense to retrieve the same information again and not use cached information. Therefore vary-by-header accept.
