The first job in any Microsoft question is to properly interpreting the question as some are vague or even downright missleading. This question is not asking for the correct answer- it is asking whether "removing unused groups" would reduce costs. The Answer to this is NO as removing groups does not reduce costs

You need to read the question carefully. This user is using subscription plan, therefore, delete any group is no effect about the cost. Correct Ans is remove public IP address

Since AD is tied to licences, both the idea of removing unused Groups and Account won't impact the cost, meaning the IP addresses still sounds the best option
