Agree with YPR 1. VM1 Only File Recovery of VM can be done in the same VM. See Item Level store in the below article. https://docs.microsoft.com/en-us/azure/backup/about-azure-vm-restore 2. A new Azure virtual machine only To Restore a VM, we can restore to a new VM only. (not existing VM) We can restore files/folders/disks to the same existing VM but not the entire VM. https://docs.microsoft.com/en-us/azure/backup/backup-azure-arm-restore-vms

Limitations for Encrypted VMs: 1. You can back up and restore encrypted VMs within the same subscription and region as the Recovery Services Backup vault. 2. Encrypted VMs can’t be recovered at the file/folder level. You need to recover the entire VM to restore files and folders. 3. When restoring a VM, you can't use the replace existing VM option for encrypted VMs. This option is only supported for unencrypted managed disks. https://docs.microsoft.com/en-us/azure/backup/backup-azure-vms-encryption#limitations
