I think because Server2 is in a workgroup, you need lgpo.exe to apply the policy

Okay, I see now. Import-GPO would be used for importing an exported GPO into a new GPO in a domain. The question is only stating that the settings from the one server need to be imported into the other, for which A will work and D won't.
