Agreed, application of policy is done with File Explorer after creation and deployment with ADAC and GP.

File Explorer is correct for applying the policy. You have to use other means to create the policy, but use File Explorer to apply it.

Right-click the Finance Documents folder, and click Properties. ... Click the Security tab, and then click Advanced. Click the Central Policy tab. Click Change, select Finance Policy from the drop-down menu, and then click Apply. You can see the Finance Documents Rule listed in the policy. Expand the item to view all of the permissions that you set when you created the rule in Active Directory. Click OK to return to Windows Explorer. Windows Explorer = File Explorer
