Answer is correct. The focus is on User1 because the tenant is already in Teams Only mode, which is important here and why you target User1.

Just a bit to add to everyone's point about SfB modes: User's effective mode Experience in Teams client Any Skype for Business mode Calling, Chat, and self-presence are disabled. SfBWithTeamsCollabAndMeetings Meeting scheduling is available SfBWithTeamsCollab or SfBOnly* Meeting scheduling is not available Note: *At this time, SfBwithTeamsCollab and SfBOnly behave the same, but the intent is for SfBOnly mode to also disable Channels and Files functionality in Teams. In the interim, Channels can be hidden using the App Permissions policy.

The answer is correct, the collaboration mode with Teams allows user 1 to use channels in Teams, and disables meetings: Microsoft clearly states: Skype for Business with Teams collaboration: use this setting if you want the user to use Skype for Business in addition to using Teams for group collaboration (channels). The answer is correct. The Org-wide policy is TeamsOnly, thus User2 is sorted by default. User1 should be assigned a personal policy that will override the existing Org-wide policy. I am leaning towards the Islands setting for User 1. The coexistence setting is currently set to "Teams only" for everyone. If you examine the chart in the following link, that would make all Chat/calling/meetings/collaboration in Teams only. User 1 must be able to have chat/meetings by using Skype for business only. However, it also suggests that User 1 must be able to read and post messages (chat) in Teams channels. User 2 must use Teams only (current setting for everyone) Therefore, we only need to configure for User 1. I think Islands is the option needed. Islands mode will allow User 1 to use chat/calling/meetings in Skype, and STILL be able to read and post to Teams chats. If we select SfB with Teams, User 1 would only be able to use collaboration features in Teams, which would result in that user NOT being able to read/post to Teams chats. https://blogs.perficient.com/2019/09/05/managing-coexistence-and-interoperability-in-microsoft-teams/

Islands is NOT correct because it also allows pretty much all functionalities in the Teams clients(including chat and meetings). In this mode Skype and Teams act as two independent apps; each with its almost complete feature set. From technet link below: "Islands -> Can initiate chats and VoIP calls in either Skype for Business or Teams client. If you look at the Teams Upgrade settings in Org-Wide , Coexistence Mode - You can get an understanding of why the PowerShell command is written this way and it makes more sense. As opposed to memorising the answer :)

I think this is the key wording 'User1 must be able to chat and create meetings by using Skype for Business only.' Therefore I would go with 'SfBWithTeamsCollab' Calling, chat functionality and meeting scheduling in the Teams app are disabled.

If chat is disabled in Teams with "SfBWithTeamsCollab", then the following will not be possible: User1 must be able to read and post messages by using Microsoft Teams channels. Thus it must be "Island mode" that is the right answer?
