You MUST have a Gateway Subnet to configure the VPN gateway as it is needed during the setup of the VPN gateway. Answer is right and in correct order.

If I go by https://docs.microsoft.com/en-us/azure/vpn-gateway/vpn-gateway-howto-site-to-site-resource-manager-portal, Steps would be: 1. Create a Gateway subnet (as you need to enter the Gateway details while creating required to create the VPN Gateway) 2. Create the VPN Gateway 3. Create the Local Network Gateway 4. Create the VPN Connection.

I think there is not order for the local gateway. We can either first create Local network gateway, then Gateway subnet, VPN gateway and then Connection.

not sure if the question should mention how to do that in order..like moving over the mouse through the Azure console ..
