I say it should be lookup since deleting an optionset value looses historical data

The choices must not be available for new records. - Definitely the local option set - in case of lookup, after the record deletion it won't be available for the old records as well, while deleted option set value remains.

it's not necessary to delete a record though, it can be deactivated to hide it from the lookup field, and it's easier to manage lookup data than option set data
