Server2 already has routing installed due to NAT. To allow DHCP relay from Subnet2 to DHCP server on Server2, you need RRAS on Server1. Answer should be C.

I think you are correct. "Being that the packet is sent to an all-subnets-broadcast, it wonÆt normally be forwarded by a router. This means if you donÆt have a DHCP server on the local subnet, then the request will be lost.
