The answer is correct. Most of the mailboxes are in the cloud. Unless you had a specific reason, such as maybe a non-microsoft compliance product, you would want to change the MX routing so SMTP traffic went directly to the cloud.

i think the answer is D since we are dealing with an OUtbound SMTP traffic from the network. D. From the Exchange Server organization, create a Send connector that uses Exchange Online as an SMTP smart host.
