Regarding the "Blob Storage" answer, its correct because, even though the requirement is for On-premise storage, the question asked is for the DESIGN. DESIGN includes both parts, the requirement from ON-PREM as well as requirement from Azure, hence the answers Blob and StorSimple have a YES

This is more convincing than Question #39 above, which specifies just Blob storage. For on-premises usage, it has to be StoreSimple.

Check ou the link mentioning that "Store Simple" is out of date by dec-2020. https://docs.microsoft.com/en-us/azure/storsimple/storsimple-ova-overview StorSimple Virtual Array (1200 series) will reach its end-of-life in December 2020. If you are considering new deployments of StorSimple Virtual Array, we recommend that you explore other alternatives such as Azure File Sync or Azure Data Box Online devices for your workloads.

there is no device such as Azure StorSimple. It is Storsimple which can backup to azure hence I will go with B.
