You don't need password hash synchronization to enable single sign-on option, you can enable it while using pass through authentication as well.

A is ok for related questions - Seamless SSO is not applicable to Active Directory Federation Services (ADFS). Instead install and configure an Azure AD Connect server.

You are correct. Be careful on the exam though. Usually the question is asking if everything stated is a complete solution. If this question mentioned AD Connect and enabling Seamless SSO that's not a complete solution without either 1) Password Hash Synchronization or 2) enabling Pass Thru Authentication and installing the authentication agent (now part of AD Connect).
