For me : The correct answer "B. Run the Set-OWMailboxPolicy cmdlet and specify the ""AllowOfflineOn NoComputers parameter"

The AllowOfflineOn parameter is available on both Set-OWAMailboxPolicy & Set-OWAVirtualDirectory, however the question specifies "all the users". Using Set-OWAVirtualDirectoy on the Edge server would only affect remote users vs using the Set-OWAMailboxPolicy which can modify the "Default" Outlook Web App Policy affecting all users.

i think the correct answer is C but the point is that i don't think that the edge server has IIS where we can run Exchange Cmdlets ?

Correct answer is C Use Set-OWAMailboxPolicy cmdlet if you want to modify an existing OWA mailbox policy. To apply OWA mailbox policy to a particular mailbox, you must use Set-CasMailbox https://docs.microsoft.com/en-us/exchange/apply-or-remove-outlook-web-app-mailbox-policy-exchange-2013-help
