HR is a Distribution Group which can be changed/converted to an Office 365 Group R&D is a security group so it can be changed. Universal Group is another type of security group. Only option left it to recreate the group. Sales is the same as R&D. Global Group is another type of security group. Office 365 Groups are not security groups and cannot be created from security groups. Please correct me if any of this is inaccurate.

Security groups cannot be upgraded. Answer makes sense. A DL is quite close to an M365 group, security groups are different.

Office 365 has distribution lists not groups . exchange on prem has distribution groups. global and universal groups are active directory constructs all groups would need to be recreated

One other thing to bear in mind is that you can't upgrade DLs that are nested in others or have other DLs nested within them.

I thought Global Security and Universal Security groups were related to Active Directory groups, not Azure AD / Microsoft 365 groups?

Agreed, you cannot create Global or Universal Security groups in O365. For on-premises AD groups, they'll need new O365 groups creating in its place for both R&D and Sales. You can upgrade the HR distribution list to an Office 365 group, so this overall answer is correct.

Distribution groups have email adresses and can therefore be converted to MS365 groups. Security groups can therefor not be converted and need to be recreated.

Mind you, mail-enabled security groups cannot be converted to O365 groups as well.

DLs are only type of groups that can be upgraded to O365 Groups directly https://docs.microsoft.com/en-us/microsoft-365/admin/manage/upgrade-distribution-lists?view=o365-worldwide the rest must be re-created
