The way to filter domains for Guest accounts is via Azure AD. As the question states that the action should be done on TAC then it’s TAC >> Users >> External access >> Block only Specific Domain >> Add a domain >> block domain

To add or block a domain: Select Add a domain. In the Add a domain pane, enter the domain name, and select the space bar to save the name. Select Allowed or Blocked. Select Done to save your changes.
