A which is a power supply will not be able to control if there is a surge in the system. The only other option that is not there would be to ad an uninterruptable power supply! But even then there is no way you can protect the surge. Back in the day, instructors would tell their students to tie a knot in the surge protector as there is no standard way for a surge to follow a circle as it will try and go in a straight line. But I have never truly seen the results or tested this theory.
"A" is not part of the correct answer. A power supply unit's job is to convert AC into DC power which alone does not limit voltage spikes.
