@Myko: This is the key: Submission Policy When a term set is closed, only metadata managers can add terms to this term set. When it is open, users can add terms from a tagging application. I checked it in my TermStore. But there is another site: https://sharepointmaven.com/3-ways-to-add-terms-to-the-term-store-in-sharepoint/ So GroupManager can update etc. even if Submission Policy closed. Site users who have at least Contribute permissions on the site can do the following tasks with managed metadata: Update values in Managed Metadata columns (if terms sets associated with the columns are open and if the column lets fill-in choices) The Answer "A" is correct

Answer should be B. The term set needs to be set to Open (Submission Policy) first. Then the user can create the site column and set the column's "Allow Fill-in" to Yes. https://support.office.com/en-us/article/create-a-managed-metadata-column-8fad9e35-a618-4400-b3c7-46f02785d27f
