adding to your point, we need different IP range to avoid IP conflict because we want machines in hybrid envrionment to communicate

The given answers are correct, the 192.168.0.0/24 will be for the subnet address range which will be enough to accommodate all the VMs while the /28 will be for the Gateway subnet where the two Gateway instances can pick their IP address from.

No. /28 is not enough for the 25 vms you need to create.

also the /28 is a good hint for the gateway subnet because this is the Microsoft recommended range.

Answer is perfectly correct. " /28" is for the gateway subnet (recommended by Microsoft) and VMs are NOT INSTALLED in gateway subnet because in that case they don't remain VMs, they become VPN Gateway Instances. On-premise subnet range is 172.16.0.0/16 hence this address space CAN'T be used for VMs so remaining is 192.168.0.0/24 subnet range for VMs and 192.168.1.0/28 for gateway subnet. Hence answer is correct.
