I think answer should be D and E. Notification hubs can be used to send push notifications to any platform from any backend. I say Virtual Machines since you can write business logic to poll various backend systems for any events of interest and send the push messages to the client. The question does not talk about building new apps but is more about setting up push notifications for apps. Other thoughts welcome.
