We use the Get-MsolUser UnlicensedUsersOnlycommand to retrieve all users which do not have a Microsoft Exchange Online license. The Get-MsolUser cmdlet can be used to retrieve an individual user, or list of users. The -UnlicensedUsersOnly [<SwitchParameter>] parameter filters for only users who are not assigned a license.
