Answer is correct. Both VNet and NSG must be in the same region

table is wrong. RG1 cannot be in two region.

It's correct. It's not RG1 that's in two regions, VNET2 and VNET3 are. RG can contain resources from different regions. RG info in this table is irrelevant and only to confuse you.

VNet2 and VNet3 are in different locations, but in the same resource group RG2.
