C is the correct answer, question requests that the user must be limited to just report reading capacity. The below link specifies that B. Teams Service Admin can "Manage the Teams service, and manage and create Microsoft 365 Groups" https://docs.microsoft.com/en-us/MicrosoftTeams/using-admin-roles

Teams Service Administrator can make changes to Microsoft 365 services (expl: teams) but Reports reader cannot. Am I right no ?

Yes to have access to usage report a user must have global admin in Office 365, Teams service admin, Teams communications admin, or Skype for Business admin access. Correct ans - B https://docs.microsoft.com/en-us/microsoftteams/teams-analytics-and-reports/teams-reporting-reference
