It is correct, requirements to apply both of them: /PrepareSchema: The computer needs to be a member of the same Active Directory domain and site as the schema master. /PrepareDomain: You need to run this command for each Active Directory domain where you'll install an Exchange server or where mail-enabled users will be located.
