It seems most recent change to via Portal, Activity are disabled when more than one VM resource is selected. When you select two or more VM in the resource, only metrics seem to be displayed to configure the alert rule.

Correction to above, include Subscription and All VM's in selection and this applies the Alert Rule to the Virtual Machines Resource Type. All good!
