OOPs sorry I was looking at the wrong question number this one is missing the filter in the WHERE clause 'WHERE CitySummary.LargeCity >= 2' Therefore ANSWER B is right.

I think answer A is correct. OUTER APPLY is semantically the same as LEFT OUTER JOIN and the code does list all provinces that have at least two large cities.
