The error will be fixed by bcdboot not diskpart.

This is a trick question and I believe the answer should be D. Just from the question asked, we can tell that they need you to respond D: cause it is firmly stated: Which command should you run from Windows Recovery Environment (WinRE). Plus to fix the BOOTMGR you used bdcboot.exe.

C is correct. Before you can use bcdboot you need assign a drive lette with discpart if you boot in repair mode.

The anwser is right, you have to use diskpart command to assign a letter to efi partition before using bcdboot command.
