Yes given answer is correct.. Expiration will only be applied to Office 365 groups https://docs.microsoft.com/en-us/microsoft-365/admin/create-groups/office-365-groups-expiration-policy?view=o365-worldwide

Why do we need 2 groups? Its only about 3 users..so it can be Office 365 GRP , Assigned

The questions talks about assigne dusers only. No mention of additinal users down teh road. Therefore the abswer is B
