Assign a role to a user -
1. Sign in to the Azure portal with an account that's a global admin or privileged role admin for the directory.
2. Select Azure Active Directory, select Users, and then select a specific user from the list.
3. For the selected user, select Directory role, select Add role, and then pick the appropriate admin roles from the Directory roles list, such as Conditional access administrator.
4. Press Select to save.

From the "Assigned roles" blade (not "Directory Roles blade") But answer still answer A.....just a typo maybe.

Ausias18....Your comments are not helpful et al. First of all, this is AZ-300 and secondly, what difference would it make for this test takers if the questions are appearing in AZ-104

Question does not specify what edition is it. With standard edition you can create up to 5000 objects(accounts): https://azure.microsoft.com/en-us/pricing/details/active-directory/
