A & D would both work here. D is the cleaner, more "admin like" solution though.

The main point to use File explorer is: Copy the blueprint files to Azure over the Internet. Azure Import / Export Service is also possible to send data to Storage blob, but it will be a move on a physical hard drive shipped to a Microsoft Datacenter, and not internet.
