It can't be SaaS, as you still have your F&O on premises = own servers. It'd hybrid

as I understand Hybrid Cloud deployment is a service offered, although mutually inclusive with Dynamics 365.

If part of your solution is being hosted in the cloud and part is on premises, then the answer would be hybrid.
