Actually this achieves the goal, it should be A. Then you expand by clicking the plus sign. I tested it it works.

To view the output of the table as mentioned in the question, you need to make changes in the Subtotal of the Pivot Table from Field Settings. Hence, answer should be B.

A. Works. The only additional action you need to do, is in the Subtotals tab chose "Show All Subtotals at the Bottom of the Group".

So, it actually does not achieve the goal. In compact layout subtotals are default on top. So, correct answer is B over here.
