D is right answer. We can prevent the standard user to change their own password in Group policy https://www.top-password.com/blog/prevent-windows-10-users-from-changing-password/

Allowing driver installations for standard users would be detrimental to system security as it exposes the kernel level. It would not make any sense allowing this for a standard user - and is disabled by default although can be enabled via security settings - therefore C makes the most sense
