Not Quite. You cannot copy to a Production Instance, so a step is missing here to change it to Sandbox. https://docs.microsoft.com/en-us/dynamics365/admin/copy-instance

you are right, but this is not what is asked and also when taking in consideration what what steps are available as an answer.^^ The scenario is that you do the copy to a NEW instance, I agree that the necessary step switching to sandbox, copy it and switch it to production is missing - but as there is no step available for selecting "switch to sandbox" / "Switch to production". You can only select a Target instance that as the typ "Sandbox". But as this step is not available I agree on the solution from the top post.

Your right. There is a separate question that is similar which mandates switching to Sandbox thought that might apply here.

Thanks for this, it seems as if everyone agrees this is correct. It looks correct. I don't know what other options were presented as the image or full list appears to be missing, but this sure looks like it would be the right 5 choices (assuming as others have mentioned that changing the production instance to a sandbox is not in the options) and in the right order.

I think that the last must be "Minimal Copy', since we are asked NOT to migrate any data

This might be the correct answer, but it's a crazy way to move a workflow.

That's an understatement. And why are they developing in a production instance to begin with?

I hear you, but after re-reading "You need to migrate the production customizations to this new Dynamics 365 production instance"... I think what they mean is you're moving 'production customizations' from a sandbox to production. It is just worded terribly, as usual. Microsoft exams are very poorly written.
