Not sure how the transport time would be an issue using a production calendar? The manual posting of set up time would be my answer.

Logically, setup time can be manually posted depending on configuration of the production line. The bigger issue is that working time includes transport time which can automatically be posted due to run time which includes it. The give answer appears correct to me.
