Report 1, 2 and 3 can be published to report server. No such option available.

Agree, You can also use the DirectQuery connection or Live Connection to Power BI report server.

I believe Power BI Report Server is not supporting Real-time Streaming and I guess SQL Server DirectQuery is real-time streaming, and it is not support. then the answer is Report 1 and Report 2 for Report server.

Limitations - Publish to web : Reports using any Live Connection data source, including Analysis Services Tabular hosted on-premises, Analysis Services Multidimensional, and Azure Analysis Services.

Report server: i would choose report2 and report3 because these work. Report server also includes custom visualizations, BUT not all of them. Example: r visuals are not working (https://github.com/MicrosoftDocs/powerbi-docs/issues/671)

Based on the current Microsoft docs, I would choose Publish to Web: Report1 and Report3 I find no reason not to choose Report3: reports not supported are based on live connection sources, not DirectQuery ones ( Limitations ... "Reports using any Live Connection data source" -- https://docs.microsoft.com/en-us/power-bi/collaborate-share/service-publish-to-web#limitations) Power BI Report Server: Report1, Report2 and Report3 (custom visuals are supported, except for R and Python ones, RLS is suported and DirectQuery too - https://docs.microsoft.com/en-us/power-bi/report-server/compare-report-server-service)

It clearly says in Limitation Section , You cannot use RLS in Publish To Web : https://docs.microsoft.com/en-us/power-bi/collaborate-share/service-publish-to-web#custom-visuals there for For First option : Only Report 1

Publish to Web is different from Power BI service, so for the first part only Report 1 I guess.

To answer your question on regards to Report3 for Publish to Web...apparently someone tested it. https://community.powerbi.com/t5/Service/Publish-to-Web-and-directquery/td-p/143201#:~:text=Based%20on%20my%20test%2C%20the,is%20available%20in%20DirectQuery%20report.

1-3 for publishing to the web(we can't publish a report with RLS to the web) 2-3 for a report server(we can't use custom visuals in report server)
