I think for this reason it's easier! It's more about concepts than specifications (ideas vs details).

According to https://docs.microsoft.com/en-us/azure/storage/common/storage-account-overview#copying-data-into-a-storage-account only General-purpose V2 and BlobStorage support the Archive access tier, thus C would also be incorrect.
