The question is flawed as written. 3 steps are required, in this order: D. Create the Call Park Orbit, B. Modify the Call Park settings, and C. Modify the global voice policy. If you fail to modify the settings, it will still work but will wait 10mins before sending the call back to the user who parked the call. You have to have step B to configure 4 mins and send to another user. You also cannot skip the steps of creating an Orbit, or of enabling Call Park in a voice policy (it is disabled by default).
