Application server doesn't have any component of oracle except SAP exe's so SLES is applicable. SLES,Oracle Linux,Oracle

The widely used SLES and RHEL Linux distributions aren't supported for deploying Oracle components in Azure. Oracle components include the Oracle Database client, which is used by SAP applications to connect against the Oracle DBMS. Exceptions, according to SAP Note #2039619, are SAP components that don't use the Oracle Database client. Such SAP components are SAP's stand-alone enqueue, message server, Enqueue replication services, WebDispatcher, and SAP Gateway.

yes, app server cannot run SLES, even for installing Oracle client, Oracle Linux is required by SAP on Azure

Oracle on Azure is only supported on Oracle Linux (and not Suse or Red Hat) for application and database servers. ASCS/ERS servers can use RHEL/SUSE because Oracle client isn't installed or used on these VMs. Application Servers (PAS/AAS) shouldn't be installed on these VMs. Refer to SAP Note 3074643 - OLNX: FAQ: if Pacemaker for Oracle Linux is supported in SAP Environment. Oracle Real Application Cluster (RAC) isn't supported on Azure because RAC would require Multicast networking.

In Addition: even if you're running your Oracle DBMS and SAP application instances on Oracle Linux, you can run your SAP Central Services on SLES or RHEL and protect it with a Pacemaker-based cluster, as Pacemaker as a high-availability framework isn't supported on Oracle Linux. https://docs.microsoft.com/en-us/azure/virtual-machines/workloads/sap/dbms_guide_oracle

OL, OL, Oracle "The support of Oracle Linux extends to the Oracle DBMS client as well. This means that all SAP components, like dialog instances of the ABAP or Java Stack need to run on Oracle Linux as well. I am very surprised there are people here who think application servers should run Oracle Linux. Shocking. Application servers are SLES or Windows 2016. For this question SLES is the best option.

Windows and Oracle Linux are the only operating systems that are supported by Oracle and SAP on Azure. Azure doesn't support pacemaker for HA on oracle Linux. So the option of Microsoft windows, Oracle, oracle seems fit. https://docs.microsoft.com/en-us/azure/virtual-machines/workloads/sap/dbms_guide_oracle

OL, OL, Oracle is the right answers if is possible to setup HA (If you want to deploy your SAP system on Oracle Linux and you need a high availability framework for Oracle Linux, you need to work with third-party suppliers. (ex. SIOS with their Protection Suite for Linux that is supported by SAP on Azure. For more information read SAP note #1662610 - Support details for SIOS Protection Suite for Linux)) The second option is Win, Win, Oracle (has no support limitation but involves a big difference on technology). As reported SLES is not usable (Oracle SW (client or DB) can be installed in AZ only on Win and OL)
