The question is asking whether the solution meets the requirement and can do this with creating a custom security role and assign to specific users.

I agree with you on this, but the answer is still "B. No" in my opinion, because if you give this security role to all members of the two organizations, they dill gave access not only to the two organizations, but all of them. And that's not meet the requirements
