According to this https://docs.microsoft.com/en-us/azure/virtual-machines/disks-types?toc=/azure/virtual-machines/linux/toc.json&bc=/azure/virtual-machines/linux/breadcrumb/toc.json , TempDB can also be deployed on Standard drive because its limit is 2000 IOPS

Which region? Because i checked in East US and A3 does not support Premium Storage. So answer should be DS3

You can add Premium Storage ONLY as the OS disk

No, only VM with a S in their name can handle Premium storage. So the answer is necessary the DS3 VM size
