Assign license to user during migration phase - this could be done earlier depending if Exchange Hybrid is setup with AAD Conect Prepare domain for sync - planning phase the last 2 do not seem to have any relevance; Exchange 2010 (running with latest CU and at least up to Oct 2020) can be in hybrid with O365 for migration, upgrade to 2013 is anyway recommended
